how do i get rid of artex on plaster board walls with little damage?

Is it possible to get rid of artex from plaster board walls with little damage? I live in a council property and accepted the house 11 years ago with artex halfway down every wall and on the ceiling in the livingroom. I have been told that I have to ask permission to remove it as it may cause damage and the council will charge me to plaster it. I cant afford to pay a plasterer to do it for me. It has already been tested and cleared of asbestos. The council wont remove it or plaster it for me and if i remove it and it causes damage they will charge me for replastering even although it was the tenant before me that put it up??????
Its definitely artex and on quite thick, have removed the dado rail which was placed just below the artex and already part of the plaster underneith has came away, I am going to try and remove some with the wallpaper steamer tomorrow n see how it goes, but hey ho if it does’nt work will just have to let the council do it n foot the bill.

There is a product on the market for plastering over it – ask in a good hardware shop – B&Q ? – it is meant to be used by amateurs – with a little care you can do it
